ScoutreachThe Scoutreach Division gives special leadership and emphasis to urban and rural Scouting programs. Scoutreach is BSA's commitment to making sure that all young people have an opportunity to join Scouting, regardless of their circumstances, neighborhood, or ethnic background.

Since 1994 the San Francisco Bay Area Council, combined with strong support from the Elizabeth and Stephen Bechtel, Jr. Foundation, has delivered Scoutreach programs to our most needy youth via non-traditional methods in the urban and highly diverse areas of San Francisco and the East Bay.

How our Scoutreach Program Works

The Scoutreach program was consolidated in 2002 into a single, focused division to allow staff members to focus exclusively on the different needs of youngsters in this program. Four full-time professionals staff our Scoutreach Division. Staff is responsible for the day-to-day administration of the program and maintains sites throughtout the Bay Area, delivering programs currently to 25 different sites.

The Scoutreach program has four main goals:

  1. Target neighborhoods where traditional Scouting programs have not proved effective
  2. Provide caring, well-trained, paid leadership to support quality programs
  3. Find neighborhood partners who will provide a safe, effective meeting place where boys can gather on a regular basis
  4. Encourage parental participation in programs
